Business and Property Courts (B&PCs) Judges in Newcastle

Mr Justice BarlingMr Justice Barling is the Business and Property Courts Supervising Judge for the North and North-East, and he makes decisions regarding deployment and listings. The Resident Judge of the Business and Property Courts is a Senior Circuit Judge who sits principally in Newcastle and at the Royal Courts of Justice in London. He is authorised to sit as Judge of the High Court in all the jurisdictions of the Business and Property Courts’ work. In addition, substantial High Court cases may be listed before a High Court Judge, who may be Mr Justice Barling.

Business and Property Courts work in the County Court may be listed before one of the Resident Judges or, if so authorised by a Resident Judge in an appropriate case, before a Recorder with relevant specialist expertise or a Specialist District Judge.

His Honour Judge Kramer

HH Judge Kramer is a graduate of Newcastle University. He was called to the Bar in 1982 and practised from chambers in Newcastle from 1983. He had a general common law practice which over the years lead to his specialising in property and commercial work, as well as employment, inquests, licensing and personal injuries. In 1999 he was elected a Fellow of the Chartered Institute of Arbitrators but retired as a Fellow on full time appointment. From 2000 to 2013 he was on the Attorney General’s Regional Panel of Counsel. He became a Deputy District Judge in 2000 and a Recorder (Chancery) in 2008. In 2013 he was appointed a full time District Judge in Newcastle, becoming the lead Chancery District Judge 3 years later. He was appointed as the Specialist Civil Judge of the Property and Business Court in Newcastle in November 2017. He is an associate editor of Charlesworth & Percy on Negligence (Sweet & Maxwell).

District Judge Rajeev Loomba was appointed as a full time District Judge in 1999. Prior to that he was a solicitor in private practice and a senior lecturer at the University of Northumbria. He has been authorised to hear Chancery cases from about 2003. Since then he has regularly done case management hearings and trials in a wide variety of cases such as TOLATA, Inheritance Act claims, boundary disputes, rights of way cases and insolvency cases.


District Judge Morgan

District Judge Derek Morgan was admitted as a solicitor in 1973 and was a partner in a Newcastle firm for more than thirty years heavily involved in construction projects and sports work. He was appointed as a Deputy District Judge in 1994. He was appointed a full time District Judge in 2009 and has since then has been authorised to hear Chancery and Commercial work.

District Judge Peter Pescod was admitted as a solicitor in 1975 and in the following year became a partner in a medium sized full-service firm

in Newcastle where he specialised in professional negligence, personal injury and clinical negligence. For many years until his appointment as a District Judge in 2002, he was recognised In Chambers Guide to the Legal Profession as a leader in these fields. He was appointed as a Deputy District Judge in 1995 and was also an accredited mediator routinely dealing with complex commercial, construction and personal injury claims. Following appointment, he served in Peterborough and Cambridge for three years before returning to Newcastle. He has held chancery authorisation since 2008.

District Judge Michelle Temple was called to the Bar in 1992. After a pupillage at 1 New Square in London she moved to Broad Chare Chambers in Newcastle upon Tyne where she practised for 17 years before moving to Trinity Chambers. She specialised in Chancery and Commercial work with a particular interest in property and probate cases. She also developed a thriving Court of Protection practice, particularly in property and affairs matters. She was appointed as a Deputy District Judge in 2010 and was authorised to sit in Chancery work as a Deputy. She was appointed a full time District Judge with Chancery authorisation in April 2013. She is the Senior Chancery District Judge in Newcastle upon Tyne.
