New Presiding Judges and Family Division Liaison Judge appointed

The Lord Chief Justice has announced, in concurrence with the Lord Chancellor, the appointment of four Presiding Judges.

Mrs Justice Carr has been appointed to the Midland Circuit where she will succeed Mrs Justice Thirlwall.

Mrs Justice McGowan has been appointed to South Eastern Circuit where she will succeed Mr Justice Sweeney.

Mr Justice William Davis has been appointed to the Northern Circuit where he will succeed Mr Justice Holroyde.

Mr Justice Lewis has been appointed to the Wales Circuit where he will succeed Mr Justice Wyn Williams.

These appointments are made from 1 January 2016, when the current Presiding Judges step down, to 31 December 2019.

The President of the Family Division, in consultation with the Lord Chancellor, has appointed Mr Justice Cobb as Family Division Liaison Judge for the North Eastern Circuit.  He will succeed Mr Justice Moylan.  The appointment will take effect from 1 August 2015.

Mrs Justice Carr was called to the Bar, Inner Temple in 1987 and took Silk in 2003.  She was appointed a Recorder in 2009 and as a judge of the High Court (Queen’s Bench Division) in 2013.

Mrs Justice McGowan was called to the Bar, Middle Temple in 1980 and took Silk in 2001.  She was appointed as an Assistant Recorder in 1997, a Recorder in 2000 and a Deputy High Court Judge in 2010. She was appointed a judge of the High Court (Queen’s Bench Division) in 2014.

Mr Justice William Davis was called to the Bar, Inner Temple in 1975 and took Silk in 1998.  He was appointed as an Assistant Recorder in 1992, a Recorder in 1995, a Circuit Judge in 2008 and a Senior Circuit Judge in 2009.  He was appointed a judge of the High Court (Queen’s Bench Division) in 2014.

Mr Justice Lewis was called to the Bar, Middle Temple in 1987 and took Silk in 2006.  He was appointed a Recorder in 2003 and a Deputy High Court Judge in 2010.  He was First Counsel to National Assembly for Wales, later Welsh Assembly Government, then Welsh Government from 2000–13.  He was appointed a judge of the High Court (Queen’s Bench Division) in 2013.

Mr Justice Cobb was called to the Bar, Inner Temple, in 1985.  He took Silk in 2003.  He was appointed a Recorder in 2004 and a Deputy High Court Judge in 2009.  He was appointed a judge of the High Court (Family Division) in 2013.

Presiding Judges and Family Division Liaison Judges are responsible for the deployment of the judiciary and allocation of cases on their Circuit. They also have a responsibility for general supervision of judges on their circuits.
