Message from the Senior President of Tribunals, Sir Robert Carnwath - First Implementation Review

I have, today, published my first review, from a judicial perspective, outlining details of the implementation of the tribunal reforms in the Tribunals, Courts and Enforcement Act 2007.
On 3rd November, provided Parliament approves the legislation required, the new First-tier and Upper Tribunals will come into operation. The review includes my proposals for judicial leadership and organisation in the new tribunals, as well as the titles for the non-statutory leadership roles. It also provides information about the relationships between tribunals' judiciary and the Tribunals Service administration, and other external groups such as the Administrative Justice and Tribunals Council; the Judicial Studies Board and the Judicial Appointments Commission.
I am very grateful for the support I have had from you all during this difficult transitional phase. My key objective has been to maintain continuity of service for the user, and to put ourselves in the position to build on the strengths of what exists, not to jeopardise it. However, I realise that you may have concerns about the implementation of the Act, and it's impact on you and your jurisdiction. I hope this document addresses some of these concerns, and so I would urge you to read it.
