Government departments, public bodies and private organisations are increasingly adopting the self-classification format for ethnic monitoring used in the 2001 census which has 16 categories including "other" plus "unknown". This format is commonly referred to as the 16 + 1 format. DCA's previous monitoring of applicants for judicial posts was by self-classification which used 4 categories, including "other", plus "unknown". In April 2003 DCA adopted the 16+1 format and used it to conduct an ethnicity survey of all serving members of the judiciary who were in post at 31 March 2003. The new format enables us to have fewer persons classified as "unknown".
