"Lord Justice Jackson has received a number of letters commenting on his Final Report or asking further questions about the views that he formed in the course of his major review of civil litigation costs.

"He has set out in the report in great detail the conclusions which he has reached and the evidence and arguments which he has taken into consideration.  The preliminary reports also provide a wealth of material on the ground covered by and the evidence studied in the review. Lord Justice Jackson does not feel that there would be much to gain from entering fresh debates on the report in correspondence, or to respond to requests for further explanation of his conclusions. No doubt there will be further debates in any event as consideration is given by Government and others to how the recommendations of the final report are to be taken forward."

Lord Justice Jackson has published the final report of his review of civil litigation costs.

Lord Justice JacksonIn November 2008 the then Master of the Rolls, Sir Anthony Clarke, appointed Lord Justice Jackson to lead a fundamental review of the rules and principles governing the costs of civil litigation and to make recommendations in order to promote access to justice at proportionate cost. Sir Rupert will present his findings to Sir Anthony's successor, Lord Neuberger, later this month: they will be published on 14 January 2010.


Sir Rupert Jackson published his preliminary report on 8 May in preparation for a public consultation exercise. He has been assisted in his review by a small group of 'assessors' who have met on a monthly basis to discuss issues and findings.
